One method of
comparing the size of sets is to 'count' the number of members in each.
By so doing, one may be said to have defined on the space considered a set
function, m, where for each set E in the space
m(E) = Card E.
This function behaves very much like a measure on the space.
More generally, we take as our concept of a cardinal outer measure a set function
on the subsets of the space taking for its values cardinal numbers but
otherwise possessing the properties of an outer measure on the space.
