There were initial concerns that the M-V resembled an ICBM more than a launch vehicle. The vehicle is all solid propellant. The Japanese political leaders insist that the M-V is a space launch vehicle, even though there are some in the missile community that suggest the M-V could be converted into a weapon very easily and rapidly.
