Mr Annan also touched on North Korea, urging the government in Pyongyang "to be sensitive" to the families of Japanese people abducted more than 20 years ago by North Korean agents.
"Obviously, no-one can condone abduction of individuals," he said, calling on Pyongyang to clarify the situation, by where possible "releasing those involved".
