IV's are not a donor only feature, and will be available to everyone soon after we get them working properly.
Last but not least, many of you have come in asking questions about news articles saying spoofing is dead, and if ++ will continue working. We will always do our best to have a working version for you all, for as long as we possibly can. We don't see ++ going anywhere anytime soon (even if Niantic throws more curve balls our way).
