"be to do" is a special construction that implies that the subject of the verb is obligated, intended, or expected to do something in the future. "He is to get engaged" means that he is expected to (or has been ordered to) get engaged in the future. "His engagement is to be his greatest achievement" means that his engagement is intended to be (or expected to be) his greatest achievement. In certain contexts, the "be doing" form is used to refer to an action planned for the future. For instance: He is getting engaged tomorrow. However, this is a simple statement of fact. It does not imply an obligation or expectation as the "be to do" construction does.

現在進行形に空目してた それならこっちだな There are a number of future forms: The party will start at 10 pm The party'll start at 10 pm The party will be starting at 10 pm The party'll be starting at 10 pm The party is to start at 10 pm The party's to start at 10 pm The party is starting at 10 pm The party's starting at 10 pm The party starts at 10 pm The party is going to start at 10 pm The party's going to start at 10 pm The party's gonna start at 10 pm And I don't think 'going to' is the right form; it is too assertive.
