If you mean not to speak but to write, just go find some eng blogs about what you are interested in n have a chat w/ 'em.

Oops my bad, it's not "meetsup" but "meetup". You can just google it and easily find it on the top.
It's kinda offline-meeting website and there're many of it. Some are for English learning so you may like it.
Actually I've never really joined one; has been only looking, but some of my foreign friends in Japan have recommended it to me. (I've met 'em on okqupid)
