It has to do with Japan's culture of 'belonging to a group'. A person is either a member of the group, or an outsider. If you do not follow the rules of the group, you cannot be a member of the group. Many non-Japanese people don't understand the countless social rules of Japanese life and so, Japanese people reject the non-Japanese as an outsider. You can see this today with Japanese children that are raised outside of Japan, and then taken to Japan. If these children do not learn the rules of their group, these children are considered outsiders. You can see this today with Japanese otaku that don't follow the traditional customs and live more freely than the rest of Japanese society. You can see this today when some people migrate to Japan and become respected members of Japanese society. These respected migrants have learned the Japanese social rules and the Japanese people accept the migrants as members of their societies.
