The worst disaster on English education is that some idiots believe English education is all about "speak" and "write"....
Some recent studies show 99.9% of foreign language learning must be done with "reading" thus literacy is the key to learn the language.

But some idiots loudly claim like "Japanese need to speak more! Don't be shy!!!"
This is an extreme case of fascism.
English education need to be more inclusive and liberal.
Shy person still be able to master English.

Speaking and writing are actually by far worst effictive way of learning language.
Reading is an easiest and most efficient way. Most Japanese people read English text far less than enough.
Speaking and writing are only usefl when you read enough.
Thus practicing speaking and writing are completely useless for most Japanese.

My advice is if you want to learn English, "do not speak English!!!" "do not write English at all!!!"
Without writing nor speaking, you can have 990 on TOEIC exam.
After having 990 TOEIC score, you can start learning how to speak.

I saw not only Chinese, but also many globally-minded Japanese acquire English and even Mandarin Chinese very fast.
Unfortunately, I have to agree with you to some extent, because Japanese is usually inclined inwards, not outwards,,,,

Our perception is that "many Chinese people speak good English" yes it's true. It's simply because of population.
China has ten times more population than Japan, so do good English-speaking population.

Interesting thing is that Korean perform significantly better than Japan and China.
Some TV program showed that they opened up an English conversation to random Korean on Seoul street,
many of them reponded in good English. But that's not the case in Tokyo.

The methods of English education among these three countries aren't significantly different.
Education programs in all three countries notoriously focus on reading.
The only difference is the necessity of English.
No country is totally self-sufficient, but Korea is least self sufficient, and China is most self-sufficient that many business can survive with domestic market.
Unfortunately Japan is no better than Korea in this regard, but Japanese don't admit that we need global market to survive.

Korean already admit, and they are now diligently opening up their mind.
Japanese, especially old farts, badly confined ourselves within the success experience in the past.

To have interest in several cultures you really need to understand the language.

Yes I use English (and even Mandarin Chinese) in my business.... however I agree with >>207 and >>208 that
in business sector the importance of English speech will decline.

Actually, to learn language is not a difficult process. Advanced AI can easily make it.
I learned several languages, I think I'm good at learning languages (to an intermediate level though.)
However, how I learned them is just repeat, repeat, repeat... pattern matching and conditional reflex all the time.
AI will surpass human in this area right away.

Google translate already works very well, and it will surely improve.
I think speaking another language make less and less sense, but language learning still really improve yourself.

If it's just a financial motivation, I don't recommend students to learn English.
To learn English actually provide people wider range of thought and less controlled by government.
Nowadays Japanese is really information regulated country.
Thanks to language barrier, it's very easy for government to spread propaganda, control its citizen.
The situation is, clearly much worse than China, which is so-called media controlled country (by western media)
Once you are free from government controlled information, your life would be much richer.

I just wrote two facts: 1) When language barrier is high, it's very easy for anyone to spread propaganda
2) Japanese media is well controlled.
These are facts. I believe you can agree with this.

I don't really believe Japanese government wouldn't like to educate its people. Actually they are doing their best.
I agree with the information barrier you mentioned.
