The Aug. 31-Sept. 1 national opinion poll showed that 40% of registered voters
support Trump, a Republican, compared with 47% who said they will vote for his
Democratic opponent Joe Biden. Biden’s lead is largely unchanged over the past
three weeks during which both parties held conventions to nominate their
candidates Trump and Biden for the presidency.

But the poll showed the majority ? 78% ? remain “very” or “somewhat” concerned
about the coronavirus. Nearly 60% said Trump is at least partly responsible for
the protracted school and business closures due to the virus, as well as for the

have been infected with the virus, more people than in any other country.

In a Quinnipiac poll of 1,081 likely voters, Biden was seen as the candidate
more likely to keep voters safe, with 42% saying he would make the country more
safe and 40% saying he would make it less safe, compared to 35% who said Trump
would make the country more safe and 50% who said he would make it less safe.
The echoes a Morning Consult poll of 1,988 registered voters that has Biden
favored by 19 points on race relations and 8 points on public safety, and an
Economist/YouGov poll that found 53% of voters uneasy about Trump’s handling
of crime compared to 43% for Biden, even after much of the GOP Convention was
spent slamming Biden’s record on race and perceived softness on crime.
One reason for Biden apparent advantage is that the majority of the country
agrees with his stances on protests; a Yahoo/YouGov poll of 1,001 U.S. adults
found that 61% favor “bringing people together” as the way to get things
under control, compared to 39% who said “law and order,” while 53% of
Americans in a Reuters/Ipsos poll said they sympathize with Black Lives Matter
protesters and 57% of voters in a Suffolk University poll said peaceful
demonstrations should continue despite the violence in some cities.
But crime is also seen as a lesser priority amid the enormous problems facing
the country, with just 5% of voters in the Economist/YouGov poll rating it the
most important and 8% naming it as a top priority in the Reuters/Ipsos poll.
A Global Strategy Group/GBAO poll found that, when asked to name the four issues
that are most important for the president and Congress to be focusing on right
now, just 18% said violent crime compared to 61% who said coronavirus, 48% who
said jobs and the economy and 37% who said health care.

ンプ大統領の支持率がバイデン前副大統領を下回っていることが、米軍事専門サイト「ミ
リタリー・タイムズ」の世論調査で明らかになった。トランプ氏は自身が米軍再建を主導
し、軍人から圧倒的支持を受けていると主張してきたが、支持基盤が崩れつつある現状が
露呈し、選挙戦略の練り直しを迫られそうだ。
調査は７月下旬から８月上旬にかけ、現役将兵１０１８人を対象に行われた。８月３１日
に公表された結果では、トランプ氏について「非常に好ましい」または「好ましい」と答
えた人は３７．８％で、昨年１２月の前回調査時の４１．６％から低下した。一方、「非
常に好ましくない」「好ましくない」は４９．９％。前回から横ばいだったものの、２０
１７年１０月時点からは約１０ポイント増加した。

そうした中で2016年の前回大統領選とあまりにも対照的なのは、米国の対中貿易赤字に
ついて口をつぐんでいる点だ。
トランプ氏は共和党大会で中国に狙いを定め、新型コロナウイルスの責任問題から新疆
でのウイグル族への人権侵害に至るまでありとあらゆる点で攻撃した。だが、大統領選
が11月に迫るなか、貿易については明らかに鳴りを潜めている。
■貿易赤字額は高止まり
16年の大統領選では、対中貿易で強硬姿勢を大幅に強めることを公約に掲げ、中国は米
国を「レイプしている」と非難した。その後、中国に対して貿易戦争を仕掛け、今年1月
には部分的な合意を確保した。もっとも合意は盤石とはいえず、貿易赤字は高止まりしている。
米ブルッキングス研究所の中国専門家であるライアン・ハース氏は、トランプ氏は16年
の大統領選では米労働者のためにもっと素晴らしい貿易協定の交渉に乗り出すと約束し、
有権者に貿易赤字額を「成績表」にするよう求めたと振り返った。

米通商代表部（USTR）のライトハイザー代表は先週、中国の劉鶴（リュウ・ハァ）副首
相との電話会議を受け「第1段階の合意」の履行について楽観的な見通しを示した。
だが、合意はほころびを見せ始めている。合意から8カ月がたつが、中国はこのままでは
目標を達成できない公算が大きい。中国は20年から2年間で米国からの輸入を貿易戦争前
の17年の水準から2千億ドル増やすことで合意している。
米ピーターソン国際経済研究所によると、合意対象となる米製品の対中輸出額はこれまで
に1007億ドルに達しているはずだったが、実際には485億ドルにとどまる。
同研究所のチャド・バウン氏は第1段階の合意にもかかわらず、トランプ氏の下で米中の
通商関係は悪化したと指摘する。より広範な構造問題への対応に乗り出す雰囲気は全く感
