複数の目撃者によれば、撃たれたジェイコブ・ブレーク（Jacob Blake）さん（29）は、

distributing a COVID-19 vaccine under special emergency use guidelines before it has
been proved safe and effective in large trials is a bad idea that could have a
chilling effect on the testing of other vaccines.
Scientists and health experts have expressed concern that President Donald Trump will
apply pressure on the U.S. Food and Drug Administration to deliver a vaccine before
November to boost his chances of re-election.
Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases,
declined to comment on the president, but said there are risks in rushing out a
vaccine despite the urgent need.
“The one thing that you would not want to see with a vaccine is getting an EUA
(emergency use authorization) before you have a signal of efficacy,” Fauci told
Reuters in a phone interview.
“One of the potential dangers if you prematurely let a vaccine out is that it would
make it difficult, if not impossible, for the other vaccines to enroll people in their
trial,” Fauci said.
Large-scale clinical trials of the leading vaccine candidates from Moderna Inc (MRNA.O),
Pfizer Inc (PFE.N) andAstraZeneca Plc (AZN.L), which aim to enroll tens of thousands
of volunteers, were launched in recent weeks. Johnson & Johnson (JNJ.N) last week said
it hopes to include 60,000 subjects in its Phase III vaccine trial.

announcement on Sunday of an emergency use authorization for plasma from recovered
COVID-19 patients to treat current patients before its benefits have been assessed in
randomized, placebo-controlled clinical trials.
Trump had tweeted on Saturday that “deep state” elements at the FDA were delaying
progress on drugs and vaccines until after the Nov. 3 election in order to hurt his
reelection bid.
Safe and effective vaccines are seen as essential to ending the pandemic that has
claimed the lives of more than 800,000 people worldwide, over 177,000 of them in the
United States.
But vaccine experts worry that the White House may apply pressure on the FDA to push
out a vaccine via an EUA before it has been fully tested - a pathway that has never
been used to approve a vaccine intended for widespread use.
“I would be very worried about using an EUA mechanism for something like a vaccine.
It’s very different from plasma therapy,” said Dr. Peter Hotez, an infectious
disease expert and vaccine researcher at Baylor College of Medicine.
Fauci said the FDA’s guidance on vaccines - both for full approval and for an EUA
- explicitly requires a demonstration that it is both safe and effective.
An EUA is typically used for products to “diagnose, prevent and treat serious or
life-threatening diseases where the known benefits outweigh the potential risks of
the product,” Fauci said.

ＦＤＡ内にはトランプ大統領が指摘したような「闇の国家」は存在しないと断言し、職員
は国民の利益のためだけに働いていると自信を持って言えると強調した。
トランプ氏は２２日、ＦＤＡ内の闇の国家に属する人々新型コロナウイルス向けワクチン
の臨床試験を１１月３日の大統領選後まで引き延ばそうとしていると非難した。具体的な
根拠は示していない。
ハーン氏はロイターのインタビューに対し「ＦＤＡ内でいわゆる闇の国家と考えられるも
のは目にしたことがない」と言明した。
トランプ氏とは非常に良い関係を維持しているとし、「ＦＤＡの決定については大統領と
協議してきた。こうした関係に満足しているし、これからもそうあり続ける」と語った。
トランプ氏が強く推奨していた新型コロナ感染症から回復した人の血漿（けっしょう）を

「序文ではトランプ氏の数々のスキャンダルをほのめかしています。中でも“流行語”と
なりそうなのが『ゴールデンシャワー』。コーエン氏も参加したラスベガスでの売春婦と
のセックス・パーティで“放尿プレイ”があったという話です。
トランプ氏は大統領就任前の2013年にロシアのホテルに売春婦を呼んで同じ行為をしてい
た疑惑が取り沙汰されたが、今回はラスベガスでの行状ですから、新たな疑惑。しかも暴

Smoke billowed over central Kenosha after police in riot gear clashed with protesters
as they defied a dusk-to-dawn curfew on Monday night and Tuesday morning, blocks
away from where police gunned down Jacob Blake on Sunday.

in Portland, Seattle and Minneapolis, while in New York City a group of marchers

that have sometimes turned violent. Police there once again declared a riot late
on Monday and arrested several demonstrators after fires were lit at the offices of
a police union.
Seattle police said demonstrators set multiple buildings on fire, resulting in at
least one arrest and one officer injured.
In Minneapolis, protesters including one man armed with a long gun stopped an armored
police vehicle in the street until officers cleared the way with tear gas.
