米軍、南軍旗使用を実質禁止 トランプ氏と隔たり

【ワシントン=中村亮】エスパー米国防長官は17日、1861〜65年の南北戦争で奴隷制維持
を目指して戦った南部州が掲げた南軍旗を米軍関連施設で使用することを実質禁止した。
使用を支持するトランプ大統領との隔たりがあらわになった。
エスパー氏は内部文書で、使用が認められる旗として米国旗や州旗などをあげたが、南軍
旗は明示しなかった。「旗は軍に必須となる善良な秩序や規律と調和し、全ての人に威厳
と敬意を示し、分断を招く象徴であってはならない」と指摘した。米軍は非白人の割合が
4割程度を占め、奴隷制を想起させる南軍旗を禁止すべきだとの意見が広がっていた。
トランプ氏は人気自動車レース「NASCAR」が会場内での南軍旗の掲揚を禁じると「NASCAR
の評価は最低ランクに落ちた」と批判した。米メディアによるとエスパー氏は内部文書に
「南軍旗の禁止」を当初盛り込んでいたが、トランプ氏の反発を抑えるために削除。使用
を認める旗を列挙するだけにとどめて「南軍旗は実質禁止」にしたとみられる。

マスク着用義務化、米の過半州に 反対派も方針転換

【ニューヨーク=中山修志】米国でマスクの着用を義務付ける動きが強まっている。今週
に入ってアーカンソー州やコロラド州がマスクを義務化し、17日までに過半の28州に広が
った。新型コロナウイルスの再拡大を受け、これまで義務化に反対していた州知事らが方
針を転換している。
15日にアラバマ州、16日にアーカンソー州とコロラド州が公共の場でのマスク着用の義務
化を発表した。米国ではニューヨーク州やカリフォルニア州などが早くからマスクを義務
化した一方、個人の自由を尊重する意見も多く、フロリダ州やミネソタ州など20以上の州
では義務がない。
米メディアによると、トランプ大統領はテレビの事前収録で、全米でマスク着用を義務付
けるつもりはないと語った。同氏や支持者の一部がマスク着用に消極的なこともあり、共
和党系の知事が義務化に反対するケースが目立つ。
オクラホマ州のスティット知事（共和党）は15日に新型コロナウイルス検査で陽性反応が
出たが、地元メディアによるとマスク義務化には引き続き反対している。
マスク論争の象徴的な事例がジョージア州だ。同州のケンプ知事は州都のアトランタ市な
どが決定したマスク義務化を無効とする知事命令に署名し、州の方針に反したとして16日
にアトランタ市長を提訴した。
これに対し市民や有識者らから批判が噴出。ケンプ氏は17日になって、少なくとも4週間は
マスクを着用するよう一転して住民に呼びかけた。一方、マスク義務化の無効は撤回せず、
「マスクが有効なことは明らかで、義務化は必要ない」と主張した。

センター（CDC）は14日の声明で「マスクの有効性は裏付けられている」と国民に改めて着
用を求めた。
米ワシントン大学は全米でマスク着用を義務付けた場合、着用義務を緩和した場合と比べ
て11月までの死者数を約5万8000人抑えられると試算する。米紙ワシントン・ポストとABC
テレビの7月半ばの世論調査では、79%の米国民が家の外でほとんどの場合にマスクを着用
していると回答した。

のは一部の米国政治家の悪い癖で、そんなことより医療機関人材資材の充実とか政治家の
やるべきことは多いのだけど・・・

last week said they had a positive opinion of Biden, while 46 percent viewed

it isn’t helping Trump.
It’s all about coronavirus

Then there’s the new ABC News/Washington Post poll, which shows Trump’s approval
on the coronavirus declining from 45 percent among registered voters in late May
to 38 percent in the latest poll.
