bringing the state’s total known cases to 291,629. There were also 132 new deaths
announced, bringing the statewide death toll to 4,409.
The 132 deaths are the most the health department has confirmed within a 24-hour
period, although it does not necessarily mean that all of the people died in the
past 24 hours. Previously, the highest single-day toll was reported on Thursday
with 120 deaths.

米、ドルで中国締め付け 香港巡り8つの金融制裁検討

【ワシントン=河浪武史】トランプ米大統領が14日署名して成立した「香港自治法」は、
中国の大手銀行への金融制裁に道を開く。ドル調達の封じ込めに照準を定め、米銀から
の資金調達や外為取引を禁じる8つの制裁手法を列挙。制裁を実行すれば世界の金融シス
テムに亀裂が入りかねない強烈な「脅し」となる。
香港自治法に盛り込まれた米当局の経済制裁は2段階ある。米国務省は90日以内に、香港
の自由や自治を侵害した個人や団体を特定し、ドル資産の凍結などの制裁の可否を検討す
る。米共和党は制裁対象として、中国共産党・最高指導部の韓正副首相（香港担当）らを
視野に入れる。
2次制裁として、その個人や団体と取引がある金融機関も対象となる。香港自治法は具体
的な制裁手法を列挙しており(1)米銀による融資の禁止(2)外貨取引の禁止(3)貿易決済の
禁止(4)米国内の資産凍結(5)米国からの投融資の制限(6)米国からの物品輸出の制限――
など8項目が決まった。金融機関には個人や団体との取引断絶などの措置をとれるように
制裁発動まで1年間の猶予を与える。
同法は対象を中国の金融機関に限っていないが、中国銀や中国工商銀、中国建設銀、中国
農業銀など巨大銀行のドル取引に照準を当てる。実際、同法を主導した共和党のトゥーミ
ー上院議員は「中国経済の将来はドル取引にかかっている。中国の巨大銀行がドルより
（香港の）迫害者との取引を優先するならそうすればいい」と言い放つ。
基軸通貨ドルの封じ込めは、中国への強烈な「脅し」となる。中国企業の貿易決済を担う
だけでなく、新興・途上国でのインフラ投資など「一帯一路」事業の資金の出し手だからだ。
米当局は国際的なドル決済を常に監視してきた。米国内にはドル決済網として、米連邦準
備理事会（FRB）が運営する「Fedwire（フェドワイヤ）」とウォール街主体の「CHIPS
（チップス）」があり、中国の巨大銀も参加する。両者の一日あたりの取引額は3兆ドル超
と巨額で、決済網からはじき出されれば途端にドルの資金繰りに窮することになる。

な金融システムそのものが揺らぎかねない」（米財務省幹部）。米当局は対北朝鮮制裁で
中国の丹東銀行（遼寧省）をドル決済網から締め出したことがあるが、大手銀には金融制
裁を科さなかった。中国のドル調達を締め上げられる今回の異例の制裁手段も、影響力が
甚大すぎて「抜かずの宝刀」となる可能性がある。
もう一つの未知のリスクは日米欧の金融機関への影響だ。香港自治法は金融機関への制裁
に1年間の猶予があり、その間に制裁対象の個人や団体と取引を打ち切るよう求めている。
ただ、中国が制定した香港国家安全維持法には「外国勢力との結託」を禁じる項目があり、
米国の制裁に従えば逆に中国から報復措置を浴びるリスクもある。香港を巡る米中の亀裂

Times, and comes amid repeated efforts by the Trump administration to sideline the CDC.

Details: The White House told hospitals to stop reporting key data about their
patients to the CDC, and to instead feed it into a new system that will flow directly
to the Health and Human Services Department, which oversees the CDC.
The change was designed to help the White House's coronavirus task force allocate
resources, officials told the Times.
But experts said they're worried that the new system will make it harder for people
outside the White House to track the pandemic.
Between the lines: Experts told the NYT that the CDC's data collection systems are
flawed, but some questioned whether the administration's new system would be
significantly more efficient, on top of their questions about its transparency.

人々」の窮状を訴え、支持を得ることにより当選を果たした。しかし、再選を目指す現在、
トランプ大統領が訴えているのはもっぱら自身の苦境だ。
トランプ大統領は現在、新型コロナウイルスの感染再拡大や景気下降、全米に広がる人種
差別への抗議行動といった危機的状況に対処できていない。新型コロナにより選挙キャン
ペーンの目玉である経済は悪化し、得意としてきた選挙集会も開催が難しくなっている。
こうした中、トランプ大統領はツイッターに繰り返し「政治的魔女狩りだ！」「大統領へ
のハラスメントだ！」と投稿。裁判所は歴代の大統領に強い敬意を払ってきたが「自分に
は払わない！」と訴え、自分の選挙陣営はオバマ前政権からスパイされたと主張した。

A similar 2016 analysis by The Washington Post also found that African Americans are 2.5
times as likely to be shot and killed by police offers as white Americans.
Another study published in the American Journal of Public Health in 2018 found that African
Americans are 3.5 times as likely to be killed by police compared to white people.

From masks to school reopenings to the testing abilities of the United States,
some of President Donald Trump’s central political talking points are being
undermined by a growing circle of usually reliable allies as the coronavirus
roars back to alarming levels.
Tuesday morning the pile-on continued as “Fox & Friends” host Brian Kilmeade
acknowledged a “huge testing issue,” as well as a growing scarcity of personal
protective equipment as virus cases surge once more.
"What he can do, what the president can do, and what his administration can do
is make sure those aren't an issue. I mean it's been four or five months.
It should not be an issue,” Kilmeade said.
In a visit to a South Carolina hospital later in the day, Sen. Lindsey Graham,
one of Trump’s staunchest allies on the Hill, said a lack of timely testing was
one of the key issues raised during his visit.
“We just don’t have enough testing in real time for the population as a whole,”
he said, suggesting the White House could invoke the Defense Production Act to
compel companies to produce testing supplies or incentivize pool testing.
“I would advise the task force to do whatever they can to ramp up the components
of testing,” Graham urged, noting that for kids to return safely to school as
soon as next month, “you’re going to need more testing ? not less.”

with Trump again calling America the “best in the world” at testing and
reiterating his belief that testing is a “double-edged sword.”
But even Adm. Brett Giroir, the Health and Human Services assistant secretary tapped
by the White House to be its testing czar, said over the weekend that commercial
labs, which conduct much of the nation’s testing apart from point-of-care tests,
were experiencing delays in test results.
