検査状況をまとめる「COVIDトラッキングプロジェクト」によると、米東部時間30日午後
6時時点で米国の30日の新規感染者数は約4万4千人と過去2番目の多さだった。傾向をみる
ための7日移動平均では約4万1千人と最多を更新した。テキサス州やアリゾナ州、サウス
カロライナ州などで増加が続いている。
感染の再拡大を受けて、一部の州では経済活動を再び制限する動きが広がっている。アリ

Infections are rising rapidly mostly in parts of the West and South, and Fauci
and other public health experts said Americans everywhere will have to start
following key recommendations if they want to get back to more normal activities
like going to school.
“We’ve got to get the message out that we are all in this together,” by
wearing masks in public and keeping out of crowds, said Fauci, infectious

consistently shown that Americans disapprove of his response to protests of police

areas where issue approval lags behind his overall vote preference. In the Harvard/
Harris poll, the same two areas earn Trump his worst marks of any issue, though they
are still slightly higher than his expected vote.

But why? Perhaps it’s just a matter of what issues are most important to voters
right now. There’s always been a sizable contingent of reluctant or conflicted
Trump supporters. In 2016 exit polls, only 35 percent of voters said Trump had the
temperament to be president, but he won 46 percent of the popular vote. These
voters are a familiar staple of news coverage too?the ones who preface their support
with “I don’t always like the way he phrases it” or “I wish he would tone it
down a little, but …”
Until now, these voters may have been able to overlook Trump’s other flaws because
he was getting done things they liked. But the pandemic has frozen progress on
nearly all of Trump’s policy priorities, insofar as they were still alive anyway.
Even if voters approve of Trump’s handling of the economy, it’s no longer much of
a positive benefit. And the profusion of news coverage has made issues of race
impossible to ignore.

トランプ寄りとされるFox Newsテレビが去る６月25日発表した調査結果によると、ノースカ
ロライ州でバイデン候補47% 対トランプ氏45%、テキサス州でバイデン候補45%対トランプ氏
44%、ジョージア州でバイデン候補47%対トランプ氏45%、フロリダ州でバイデン候補49%対ト
ランプ氏41%と、南部拠点４州のいずれにおいても、バイデン候補が最近になって逆転し、
リードしている。
同じく同日付のニューヨーク・タイムズ、シエナ大学合同調査結果によると、前回選挙でク
リントン民主党候補に競り勝ち当選の決め手となった中西部３州でも、ウイスコンシン州で
バイデン候補49%対トランプ氏38%、ミシガン州でバイデン氏47%対トランプ氏36%、ペンシル
バニア州でバイデン氏50％対トランプ氏40％と、いずれもかなりの差でバイデン氏がリード
していることが明らかになった。さらにアリゾナ州でもバイデン氏が７％差で優位に立って
いる。

さらに同27日付の政治専門メディア「Politico」の分析結果によると、アイオワ、ミネソタ、
ニューハンプシャー、ニューメキシコ各州でもトランプ氏が苦戦を強いられているという。
第二は、いったん収束に向かいかけたかに見えたコロナウイルス感染が再び勢いを取り戻し
始め、しかも、トランプ氏の選挙地盤である南部諸州に拡大しつつある点だ。
全米感染者数は去る６月27日時点で、１日当たり４万4782件と２日連続で過去最多の記録更
新となったが、トランプ支持者の多いフロリダ、ジョージア、サウスカロライナ、ネバダ、
テキサス各州では、連日最多の記録更新が続き、とくにテキサス州では27日１日だけで5523
件と15日間連続でこれまで以上に増え続けている。
このため、全米各州の中ではいち早く緊急事態宣言を解除、経済活動再開に踏み切った共和
党のテキサス、フロリダ両州知事は６月末までに、再び市民へのマスク着用呼びかけ、バー、
ナイトクラブなどの一時閉鎖措置に踏み切った。ペンス副大統領も、フロリダ、アリゾナ州
などで予定していた演説集会出席を見送った。
財界では、トランプ政権が当初からコロナ危機を軽視し続け、対策が後手に回った結果が今
日の深刻な事態を招いたとして、批判の声が出始めると同時に、11月選挙前までに期待して
いた景気の「Ｖ字回復」についても悲観的見方が広がりつつある。
■学生時代から今日に至るまで、ほとんど本すら読んだこともない
第三点目に、白人警官が黒人男性に暴力をふるい死亡させた事件をきっかけに全米に広がっ
た人種差別反対運動についても、トランプ政権は沈静化どころか、かえって人種対立をあお
るような対応に終始、そのことが大統領支持率を一段と低下させる悪循環を招いた事実がある。
とくに今回の人種差別反対運動では、20世紀後半に盛り上がった黒人を中心とした反政府デ
モとは異なり、各州で圧倒的に多くの白人たちが参加、トランプ政権批判を強めていること
から、大統領選挙への影響も必至であり、財界にとっても無視できない大きな社会問題とな
りつつある。

経済再開後の明るい未来に向けたロードマップを提示することなく、コロナウイルス感染拡
大そのものにも言及しなくなった。黒人男性の死によって顕在化した人種問題についても、

「トランプ氏にとって残された時間はあまりない。有権者の35％の支持基盤は揺らぐことは
