【7月12日 時事通信社】北大西洋条約機構（NATO）の首脳会議は12日、ブリュッセル
で2日目の討議を行い閉幕した。首脳会議はこの日、日程を変更して国防支出問題を緊
急に再協議。トランプ米大統領が国防支出目標の前倒し達成を要求したためで、加盟国
による一層の努力を申し合わせた。しかし具体性には乏しく、「同盟の結束」に火種を
残した形だ。
ストルテンベルグ事務総長は終了後の記者会見で「（国防）支出増の重要性や新たな緊
急性に全加盟国が合意した」と語った。
NATOは初日の会議で、国防支出を2024年までに国内総生産（GDP）比で2％以上に高
める従来目標実現に向け、揺るぎない意思で取り組むことを再確認する共同宣言を採択
していた。しかしトランプ氏が一連の議論を蒸し返す異例の展開となった。
ロイター通信によるとトランプ氏は会議の中で、各国に対し「来年1月までに支出を増や
さなければ米国は独自の道を行く」と警告し、NATO離脱を示唆した。ただ、終了後の会

金正恩氏と「良い関係を築いた」 トランプ米大統領
トランプ米大統領は１２日、北大西洋条約機構（ＮＡＴＯ）首脳会議後の記者会見で、
６月１２日の米朝首脳会談を受けて、金正恩朝鮮労働党委員長と「良い関係を築いた」
と強調した。北朝鮮が長期間にわたって核・ミサイル発射実験を実施していないことを
「最も重要な点だ」と評価した。
会見に同席したポンペオ国務長官は、６〜７日に実施した金正恩氏の最側近、金英哲党
副委員長との会談について「建設的だった」と繰り返し、金英哲氏が完全非核化の米朝
合意を守る意思を示したことが重要だと訴えた。
非核化交渉を巡り、北朝鮮はミサイル実験場の爆破や大量破壊兵器の申告など具体的な

a $6.7 million apartment in New York City in a building that is being developed by two
of Trump’s friends, The Wall Street Journal reports. Cohen’s new four-bedroom pad in
Tribeca had been on the market for $7.475 million, and includes a “Turkish bath, a
private dining room, a 75-foot lap pool,” and a number of other luxurious amenities.
The skyscraper is being developed by Howard Lorber, head of New Valley real estate
company, and Steve Witkoff, founder of Witkoff real estate company.
Both men are reportedly “longtime” friends of the president. Cohen, who is currently
under federal investigation, reportedly sold a unit in Trump Tower for $3.3 million,
and closed the deal in the new Manhattan development shortly after.

All the work that Michael Cohen did for Donald Trump as a lawyer and fixer, paying
off his paramours, intimidating those who threatened his private life or businesses
or lobbying corporations for money in order to get access into the Oval Office, may
be small potatoes when compared to the various deals with Russian oligarchs in
money laundering that he may have transacted for himself and maybe for Donald
before he became president.
This type of money laundering becomes a suspected vehicle where dirty money,
embezzled from a foreign country, is invested in American property and distributed
through income producing projects, clean money, to these nefarious individuals.
As an example, Michael Cohen bought buildings in Manhattan with cash and then
sold them for three times what he bought them also in cash to limited liability
corporations whose owners are not identified; what Mueller has to prove is that
these transactions were money laundering, starting with the fact that the buildings
were overvalued, and the new owners may have been Russians dealing with illegal
money, and he has to show that, like Saul Goodman’s nail salon on a much grander
scale, Cohen had the means to clean the money for the owners, or those affiliated
with them, by giving them a taxable income.

Donald Trump often complains about Fake News in the U.S. media. The Fake News
here unfortunately are the Tweets by the president that he ended the nuclear threat
from North Korea.
The "Real News" is that Pyongyang is playing from the same playbook it has used
since negotiations I participated in during the six-party talks more than 10 years ago.
Despite summit meetings and signed documents at Singapore, North Korea has no
intention to give up entirely its nuclear weapons and ballistic missile arsenals.
In this period of summit diplomacy in Northeast Asia, the Japanese government has
sent out signals suggesting an Abe-Kim summit, but it is not likely in the near-term.
The North Korean leader will likely host the Chinese president in the fall, meet the
Russian leader, and possibly make a trip to the U.N. General Assembly in New York
in September. Perhaps after that, a face-to-face with the Japanese prime minister is
possible.
The purpose of such a meeting for Tokyo would be unclear given that North Korea
historically has not entertained Japanese entreaties unless its relations are bad with
all of the other parties (South Korea, the United States and China). Regardless of
whether such a meeting were to take place, maintaining trilateral policy coordination
with Washington and Seoul remains paramount, as does keeping the sanctions
pressure on seem to be the wise policy choice.

His friends were telling reporters just last month that federal investigations were
“bankrupting” him, but legal fees haven’t held Michael Cohen back from buying a
$6.7 million luxury condominium in Manhattan.
Cohen, who sold a home at Trump World Tower for $3.3 million last year, evidently
has cash to burn. To finance the new 19th-floor, 2,700-square-foot apartment,
he’s relying on a mortgage from the new building’s developers, Steve Witkoff and
Howard Lorber, who are both close confidants of and regular donors to Trump.
The Journal reported they will provide Cohen a $3.5 million mortgage. The U.S.
Attorney for the Southern District’s current investigation into Cohen is said to
include possible bank fraud.
The Journal also reported that Cohen was on the clock to make the purchase
happen as to avoid a “tax event” stemming from the Trump World Tower sale.
The need to roll over the proceeds from the sale into a new purchase is part of
the protocol for completing a 1031 exchange, a tax loophole that allows investors
to defer taxes on real estate sales by quickly reinvesting the funds into a new
asset. 1031 exchanges, however, are not legal for primary residences and can
only be used for investment properties.
Though he’s lately been living at the Loews’ Regency Hotel in Manhattan,
Cohen’s primary home is at 502 Park Avenue, which he recently put up as

米ウォルマートは日本事業の構築に責任を持っていると表明、傘下の小売りチェーン、西友
を売却する方針を決めたとの報道を否定した。
ウォルマートは電子メールで配布した発表資料で、「ウォルマートは西友売却の決定を下
しておらず、買い手候補との協議を一切行っていない」と指摘。「当社は日本の顧客の変化
するニーズに対応していくため、将来に向けて日本でのビジネス構築を継続する」と説明した。
日本経済新聞は12日、ウォルマートが西友を複数の流通大手や投資ファンドなどに売却する
計画で、実現すれば3000億−5000億円規模になると報じていた。
世界最大の小売業者であるウォルマートは国際事業の見直しを進めており、最近ではブラジル
事業の過半数株式を売却。英国の小売りチェーン、アズダの経営権を譲渡することで合意した。
一方、インドの電子商取引大手フリップカート・グループの経営権を160億ドル（約１兆8000
億円）で取得した。
ウォルマートの国際事業のトップに今年就任したジュディス・マケナ氏は５月後半の記者会見
で、西友の業績に満足していると述べ、同事業は食料雑貨品への一段の集中と楽天との提携を
通じた「変革のさなかにある」と説明していた。

WASHINGTON ? Hours after President Donald Trump departed NATO headquarters
Thursday, U.S. military leaders embarked on a full-scale “damage control” operation
with calls to their counterparts across Europe to reassure them that America will
abide by its defense commitments in the region.

The outreach, directed by the Pentagon leadership, came after Trump threatened
to reassess those commitments during a gathering with NATO allies in Brussels,
according to multiple current and former diplomatic and military officials familiar
with the calls.
The Pentagon-led effort was meant to counter Trump’s withering criticism about
the security alliance that rattled European leaders.
“One thing you need in this alliance is predictability,” one diplomatic official said.
The direct conversations were aimed at “reinforcing alliance commitments,” after
Trump “made it clear alliance commitments were on the table,” according to one
U.S. official familiar with the discussions.
Defense Secretary James Mattis had arrived in Brussels worried that the president
would exacerbate tensions there with allies, multiple officials said, and had planned
to stick closely by the president during his meetings there.
