I could probably be convinced by the thesis: "We've passed the point of no return:
Trump is in enough hot water that Congress is almost certainly going to have to
confront the question of impeachment." But I think it's highly uncertain how that

トランプ米大統領が環太平洋経済連携協定（ＴＰＰ）への復帰を真剣に考えているのか、
疑うべき理由はある。第一の理由はトランプ氏自身だ。これまで多くの問題で考えを翻
してきた。考えをコロコロ変える人たちの常として、方針転換が本物なのかは見分けにくい。
トランプ氏は大統領選で掲げたポピュリズム（大衆迎合主義）の公約に従って、「レイ
プ」にもなぞらえていたＴＰＰの合意を大統領就任直後に切り捨てた。しかし、ＴＰＰ
の恩恵を受けられる農業州の知事や議員から働きかけを受けていたトランプ氏は先週、
経済担当の政権幹部に11カ国で進むＴＰＰへの復帰について検討するよう指示した。だ
が、その晩に早くもツイッターで警告を発してみせた。いつまた変節するか、誰にもわ
からない。
疑うべきもう一つの理由は、ＴＰＰに署名した11カ国に対して、米国の参加は骨の折れ
る再交渉に見合う価値があると納得させる上で、トランプ氏はおそらく屈辱を甘んじて
受け入れることになるという点だ。トランプ氏は、オバマ前大統領が交渉した取引を大
きく上回る内容が得られる場合だけ決定を見直すと繰り返し語っている。先週もその姿
勢は変えなかった。少なくとも、この点では一貫している。
ほんの１年ほど前、トランプ氏は一部の側近が促したように新大統領としての地位を生

日本の菅義偉官房長官が示唆したように、ＴＰＰは「ガラス細工」のようなものだ。米
国を含めたＴＰＰは困難な交渉に５年を要した。そして米国の離脱後、修正のためにさ
らに１年を要した。ことわざに例えれば、トランプ氏は世界貿易に関して「陶磁器店に
入り込んだ雄牛」さながらであることを自ら証明している。そのトランプ氏を迎え入れ
ることは、11カ国がつくり上げた微妙なバランスを危険にさらすことになる。
しかも、米国の離脱後にＴＰＰは修正され、例えば米国が主張していた知的財産分野な
どの制限的な条項は凍結された。それを元に戻すには11カ国の同意が必要となる。トラ
ンプ氏はそれと引き換えに、おそらく米国市場へのアクセス拡大をのまざるを得なくな
るだろう。中間選挙を控えた米国の議員は、それは政治的に受け入れがたいことだと考
えている。
それでも、トランプ氏の変心が本物であるのなら、米国と他国の双方にとって歓迎すべ
きことだ。
第一に、選挙戦で国際協調をあれほど侮蔑していたトランプ氏が大統領の職務を通じ、
その価値を理解するようになったことを示すシグナルになる。
第二に、他のアジア太平洋諸国と貿易で連携することは、中国の台頭に対抗する上で
より生産的な方法となる。トランプ氏がここにきて始めた関税戦争に物を言わせよう
とするよりも、世界貿易の規範に従うよう中国政府に圧力をかけるほうが有益だ。
加えて、米国は交渉のテーブルから退いたことで同盟国を離反させたばかりか自らを
孤立させ、他国が米国の役割を奪い取る余地を生み出した。
これまで自由主義の国際貿易システムを支えてきた米国の経済規模は、他のＴＰＰ11
カ国の合計を上回る。その米国不在のＴＰＰは効果が限られることにならざるを得な
い。11カ国がＴＰＰを進めているのは称賛されるべきであり、トランプ氏の方針転換
を慎重に受け止めているのも正しい。だが、できれば米国の復帰を促すべきだ。

Cohen certainly remains a vulnerability for Trump, especially in the context
of Mueller's investigation of quid pro quos between the Trump team and the Kremlin.
But Cohen still isn't the biggest catch from within the Trump Organization, and
Trump's international deals may wind up being less threatening, legally, than some
of his domestic transactions. All of which means that the investigation may require
far more time to progress and reveal itself than the media and other observers
think -- even if recent events make it feel like the end is near.
