ダコタ、モンタナに及ぶ地域に未発掘の大規模な天然ガスと石油の埋蔵があると発表し
大きな話題に。（ 7.4 billion barrels of undiscovered?but technically
recoverable?oil and 6.7 trillion cubic feet of natural gas.）
この埋蔵ガスと石油は新手法（hydraulic fracturing）で採掘できると見られる。オバ
マ政権は「数週間以内」に、この hydraulic fracturingのオペレーションに対する政府
の規制案を発表すると言っているので、あわせて注目されている。シェールガスや石油
の将来のビジネスに影響が大きいと見られている。

Using a geology-based assessment methodology, the U.S. Geological Survey
estimated mean undiscovered volumes of 7.4 billion barrels of oil, 6.7
trillion cubic feet of associated/dissolved natural gas, and 0.53 billion
barrels of natural gas liquids in the Bakken and Three Forks Formations
in the Williston Basin Province of Montana, North Dakota, and South Dakota.

が有るわけで、今のところ議論されている事項は：
●新規の天然ガスの、もっとも手っ取り早い有効な用途は天然ガス発電。これは石炭火力
よりも汚染が少なく価格は安い。その結果、太陽光など「再生可能エネルギー」との
価格のギャップが将来的にも埋まらないと見られる
●アメリカの輸入してきた石油と天然ガスが近い将来に減少。これは貿易収支改善とドル
通貨の相対的な強さの補強に成る。
●新規のエネルギー開発が近い将来、急速に進む事になれば従来の産油国（中東、ロシア
アフリカ）の相対的な地位低下、比重低下があり得る。特に産出コストの高いロシアや
イランの先行きには良くない兆候。

2日のNY株式市場は反発して始まっている。この日発表された米新規失業保険申請件数
が32.4万件と前週の34.2万件から大幅に改善したことが好感されている。加えて、ECB
が大方の予想通り0.25％利下げし、主要政策金利を過去最低水準の0.50％としたこと
も株式市場には好材料となっている。さらに、ドラギECB総裁会見では追加緩和につい
ても示唆されている。金相場が1％超上昇するなど、再び金融緩和の動きに注目する動
きが広がってきている。

５月２日（ブルームバーグ）：欧州中央銀行（ＥＣＢ）のドラギ総裁は２日、債務危機
との闘いに新たな戦線を開いた。ＥＣＢはこの日、政策金利を過去最低に引き下げた。
ドラギ総裁はスロバキアのブラチスラバで開いた定例政策委員会後の記者会見で、翌日
物中銀預金にマイナス金利を課すという前例のない措置を取る可能性を示唆した。主要
政策金利であるリファイナンスオペの最低応札金利についても一段の引き下げを排除し
ない姿勢を示した。
総裁は会見で、「あらゆるデータを注視し、必要となれば行動する用意がある」と表明
した。ＥＣＢはこの日、最低応札金利を0.25ポイント引き下げ0.5％とし、中銀預金金
利はゼロ％に据え置いた。マイナス圏への引き下げがあるかとの問いには、「予断を持
たず検討する」と答えた。
マイナスの中銀預金金利という異例の措置が視野に入ったことで、外国為替市場ではユ
ーロが下落。ユーロ圏のリセッション（景気後退）脱却が難航する中でドラギ総裁はＥ
ＣＢの対応を強化している。
総裁はまた、リファイナンスオペでの応札額全額供給を少なくとも2014年半ばまで継続
すると表明した。ローン担保証券を活用して企業向け与信を促進する方法について欧州
の複数の機関と協議を開始したことも明らかにした。
「金融政策の適正な浸透を確実にするためには、ユーロ圏の信用市場の分断化がさらに
是正されることが不可欠だ」と述べた。
ドラギ総裁の発言を受けてユーロは値下がり。一時１ユーロ＝1.3077ドルと、会見開始
時の1.3192ドルから下落した。

Back in 2007 investors were convinced that markets would remain buoyant
because there was ample liquidity. In a note back then we said that this
was a false crutch for investors and that the liquidity would vanish from
the markets if price momentum took a turn for the worse (see The Economist
? link). I have exactly the same view now. In the same way that QE seems,
in large part, to be bypassing the real economy, liquidity will evaporate
from equities if we dive into a deflationary recession.
Where will all the liquidity then go as QE is ramped up still further?
It will go into ridiculously expensive bonds. Copper is acting exactly as
it did when I wrote about the impotence of liquidity in the face of the
(then imminent) 2007 recession. Once again it is giving us an early warning
that liquidity will not save risk assets: time to get out of equities.

WASHINGTON (MarketWatch) - The U.S. economy created 165,000 jobs in April and the
unemployment rate fell to 7.5% from 7.6% even though the size of the labor force
increased, the government said Friday. What's more, hiring in March and February
were revised up by a combined 124,000. The increase in hiring in April beat Wall
Street's forecast. Economists surveyed by MarketWatch had expected a 135,000
gain, with unemployment remaining at 7.6%. The decline to 7.5% puts the jobless
rate at the lowest level since December 2008. Meanwhile, the number of new jobs
created in March was revised up to 138,000 from 88,000, the Labor Department said,
while February's figure was revised up to 332,000 from 268,000. The number of jobs
created in February was the highest since November 2005 for any month that did
not include temporary Census bureau hiring. In April, professional services added
73,000 workers; bars and restaurants hired 38,000 people; and the retail business
generated 29,000 jobs. Manufacturing employment was unchanged and construction
shed 6,000 jobs, perhaps due to colder than normal weather in the month. Average
hourly earnings rose 4 cents to $23.87 in April and the average workweek dipped
0.2 hours to 34.4.
