英Wikipediaのイスラエルの徴兵制度 https://en.wikipedia.org/wiki/Conscription_in_Israel によれば、
>The draft requirement applies to any citizen or permanent resident who has reached the age of 18,
and in accordance with the law, the individuals who are exempt from the draft are dismissed for various reasons, such as incapability, medical problems, military personnel needs, etc.
18歳に達した市民もしくは定住者、だから、アメリカを始め大抵の国の徴兵法と変わらんと思う。
（アメリカの場合、ベトナム戦争の最中に、日本人留学生に徴兵カードが届いたが無視して何の問題もなかったなんて話も結構あったとか。応じた人もいたけどね）
